The plant's main chemical production is currently not operational.
The State Property Fund of Ukraine will hold a meeting with potential buyers of the Odesa port plant to inform them before the privatization auction. Participants will have the opportunity to obtain additional information about the object of privatization and ask questions to representatives of the Fund. Registration is required by 14:00 October 12, by sending the State Property Fund of Ukraine their contact details and a list of questions.
This time, the state is offering investors 99,5667% of the company's shares at a starting price of 4 308 275 796 hryvnias – 180 million hryvnias cheaper than in the previous auction. In addition to the shares, the buyer will receive over 17,5 billion hryvnias in outstanding debts and a commitment to invest at least 500 million hryvnias; the company's main chemical production is currently not operational, so the company essentially needs to be restarted.
The facility includes 45 units of real estate and infrastructure with a total area of 285 449 square meters: ammonia and carbamide production complexes, loading and unloading facilities, repair and energy facilities, as well as social infrastructure facilities, including a vegetable and fruit processing plant, a health and wellness center, the "Carpathian Stars" sanatorium, and a water sports training base. The main advantage of the plant is its location near the Black Sea and its port infrastructure, which allows it to work with external markets.
Previous attempts to sell the asset were unsuccessful. In 2009 year, the company "Normima" won the tender with an offer of approximately 5 billion hryvnias, but the commission did not approve the results due to suspicions of collusion among participants and, in their opinion, a low price. In 2016 year, the state twice offered 99,567% of the shares – for 13,175 billion hryvnias in July and after lowering the price to 5,16 billion hryvnias in December, but no bids were received. The auction, scheduled for November 25 2025 year with a starting price of 4 billion 488,523 million hryvnias, also ended without any bidders.
