Odesa: The city has divided responsibility for "Resilience Hubs" between departments and municipal services.
The local government of Odesa has divided responsibility for "Resilience Points" among departments, district administrations, and municipal enterprises. These entities are responsible for ensuring the readiness of the points, providing equipment, and replenishing supplies. For schools, food and drinking water will be purchased within the framework of municipal programs as needed.
The Odesa City Military Administration has ordered which entities will be responsible for the readiness of "Resilience Points" in the city. The district administrations – Kyiv, Perys, Primorsk, and Chaidibey – will continuously monitor the readiness of the points located in their administrative buildings and at the facilities of municipal utility service companies.
The enterprises of ЖКС «Вузівський», «Чорноморський», «Фонтанський» and «Порто-Франківський» are responsible for providing these points with the necessary equipment, regularly replenishing supplies, and maintaining them in working order.
For shelters in civil defense facilities, responsibilities have been divided between the Department of Municipal Property, which will oversee readiness, and the "Service Center" enterprise, which will be responsible for equipment, supplies, and the functionality of the facilities. The readiness of shelters in municipal educational institutions will be overseen by the Department of Education and Science of the Odesa City Council.
If needed, local administrations can purchase food, drinking water, and other resources for schools within the framework of approved municipal programs and budget funds, based on applications from educational institutions. School principals are responsible for accepting the received resources, keeping track of them, ensuring proper storage and use, and promptly reporting on the need to replenish supplies.
The Department of Transport, Communication and Road Traffic Organization will oversee the points at facilities belonging to КП «Одесміськелектротранс», while the company itself will provide the equipment. The points at facilities of the Odesa City Reintegration Center for individuals without a permanent residence will be monitored by the Department of Labor and Social Policy, and the center itself will be responsible for providing the equipment.
The responsibility for implementing the order was assigned to the Deputy Heads of the Military Administration of Odesa City, Ivan Donchenko and Serhiy Krasilenko.
