Odesa: The repair of two drainage pumping stations is estimated at 114,3 million UAH, with 100 million UAH coming from unspecified sources.

The updated environmental program for Odesa, covering the period from 2022 to 2029, includes major repairs to pumping stations No. 4 and No. 5, which are intended to prevent a major incident in the event of a breach in the Kadhibey Bay dike. Out of a total of 114,3 million hryvnias, only 14,3 million hryvnias have been allocated from the city budget for the period of 2022 to 2025, while 100 million hryvnias are planned to be raised from "other sources," which are not specified in the document.

The updated environmental program for Odesa, approved by the order of the head of the Odesa military administration, Serhiy Lysak, No. 387-2026, for the period of 2022–2029 years, includes major repairs to two drainage pumping stations – No. 4 and No. 5. According to an analysis by the Center for Public Investigations, these works are intended to prevent emergencies of natural and man-made origin in the event of a breach in the Kadhibey Bay dike.

The total amount for the repair of both stations is 114,3 million UAH: 58,5 million UAH for station No. 4 and 55,8 million UAH for station No. 5. Only 14,3 million UAH has been allocated from the city budget, and all of these funds are intended for a period of 2022–2025 years.

The remaining amount – 100 million UAH – is planned to be secured from "other sources," the origin of which is not specified in the program. The plan is to allocate 25 million UAH to each station in 2026 year, with an additional 25 million UAH allocated to each station in 2027 year. According to analysts, this amount represents approximately 78% of all funds that the program expects to receive from other sources.

The contractor has been designated as the Odesa Electrical and Installation Enterprise, which is subordinate to the Department of Municipal Services. In total, environmental measures for 2026 were budgeted at 118,7 million UAH, of which 50 million UAH came from other sources; for 2027, the budget is 110,7 million UAH, with 50 million UAH also coming from other sources.

The document does not specify whether agreements have been reached regarding the receipt of these 100 million UAH: potential sources could include the state budget, grants, loans from international organizations, or other funding. The document itself is a planning document – the amounts mentioned are approximate and do not indicate that the funds have been received or that the work has been completed. The repairs are planned for 2022–2027 years.
