Odesa: Plans to allocate 154,2 million UAH for eight public water fountains, with the cost of each reaching 23 million UAH.

In Odesa, the construction of eight water fountains within the framework of an updated environmental program for 2022–2029 years is estimated at 154,2 million hryvnias – approximately a third of the total 451,3 million hryvnias of the program. According to an analysis by the Center for Public Investigation, four fountains in different areas were estimated at the same price – 23 million hryvnias, while the fountain in the "Enthusiasts" park was initially estimated at 4,5 million hryvnias. The document does not provide an explanation for this difference.

In the updated environmental program for Odesa, covering the period from 2022 to 2029, approved by the order of the head of the Odesa Military Administration, Serhiy Lysak, No. 387-2026, the construction of eight drinking water fountains is budgeted at 154,2 million UAH. This is approximately one-third of the total program budget, which is estimated at approximately 451,3 million UAH.

According to an analysis by the Center for Public Investigations, four public water fountains in different parts of the city have been given the same estimated cost of approximately 23 million UAH. For comparison: the initial plan for a fountain in the "Enthusiasts" park estimated the cost at 4,5 million UAH, so the cost for the new objects has increased more than fivefold.

The document does not specify the reason for such a difference – for example, whether it is related to the depth of the wells, the equipment for water purification, or the landscaping of the area. A separate case is the drinking fountain on Akademika Saharova Street: the city plans to reuse an existing project, but the estimated cost of the object still amounts to 20,8 million UAH. For some objects, the design documentation still needs to be developed within 2026–2027 years.
