Odesa has entered the transparency ranking of 50 European cities.
Odesa is one of the 50 cities that will be assessed for transparency as part of the "Transparent Cities" program by Transparency International Ukraine. Researchers will evaluate the availability of information, its ease of use, and the involvement of residents in decision-making. Izmail and Chernomorsk were also included in the list.
Odesa has been included in the list of 50 cities that will be assessed for transparency as part of the European Cities Index, which will cover 2026–2027 years. This was announced by "Transparent Cities".
Experts from the "Transparent Cities" program of Transparency International Ukraine will investigate whether residents of Odesa can easily find solutions from the city council, check budget expenditures, or learn about how electronic services work. It is not only important to have the necessary documents, but also to ensure that they are easy to use and that residents are involved in local governance.
The city had already undergone a pilot evaluation along with ten other municipalities. On average, participants scored 44 points out of 100. Kyiv, Lutsk, and Lviv achieved the best results. The results for Odesa are not provided separately. One of the main issues identified during the study is the lack of open data.
In addition to Odesa, two other cities in the region – Izmail and Chornomorsk – have been added to the new list. The findings will be published in parts, with each area discussed separately. The research will cover seven areas: transparency, e-services, open data, accountability, public finances, integrity, and anti-corruption, as well as public investments.
