SBU investigates a possible evasion of payment of 12 million UAH in VAT by the Black Sea Fish Port.

The Economic Security Bureau is investigating a possible tax evasion scheme by the company "Black Sea Fishing Port". According to the investigation, the company did not include the cost of sublease services in its VAT obligations, which could have resulted in the non-payment of approximately 12,09 million UAH. The investigation is also examining the movement of 776 million UAH through companies with signs of fictitiousness and the potential for withdrawing funds from circulation.

The State Fiscal Service (SFS) is investigating a possible tax evasion scheme involving employees of the "Black Sea Fishing Port" LLC. The relevant decision was made by the Khadjibaysky District Court on October 7 2026.

Detectives from the Territorial Administration of the State Environmental Inspection in the Odesa region are investigating operations from 2024 to 2025, during which the company did not include the cost of sublease services in its VAT obligations. According to investigators, this could have resulted in the non-payment of 12,09 million hryvnias in value-added tax.

Investigators focused on the alleged transfer of approximately 268 million hryvnias from the fish port to the company "Zbruch Plus Invest" as additional capital to the company's share capital. However, according to the detectives, the actual increase in the share capital did not occur, which may indicate the withdrawal of funds from business operations and their subsequent conversion into cash.

In addition, investigators have established that during the period from October 2023 to June 2024, the company's accounts received over 508,29 million UAH from PJSC "Rivneazot". According to the investigation, the limited liability company "Zbruch Plus Invest" was registered at an address for mass registration, did not declare income, did not report on fixed assets, and did not have employees. A total of 776,29 million UAH were transferred to other companies purportedly for industrial goods, including "Greta Center", "Barkad Pro", "Avalant", "Belinda", and the financial company "Simple Solutions". Detectives believe that these companies exhibit signs of fictitiousness.
